Assigned Responsibilities
Questions requiring an interpretation of the
Book of Order are directed to the Advisory Committee
on the Constitution (ACC). The committee’s responsibilities
are detailed in the Book of Order, G-13.0112c and d:
c. All questions requiring an interpretation
by the General Assembly of the Book of Order arising
from governing bodies of the church or from individuals shall
be communicated in writing to the Stated Clerk of the General
Assembly no later than 120 days prior to the convening of
the next session of the General Assembly.
d. The Stated Clerk shall refer all such questions of interpretation
to the Advisory Committee on the Constitution, except those
pertaining to matters pending before a judicial commission.
The advisory committee shall report its findings to the General
Assembly along with its recommendations. Such recommendations
may include proposals for constitutional change. The General
Assembly shall vote on the recommendations, and may amend
or decline to approve them.
When an amendment to The Constitution
of the Presbyterian Church (U.S.A.) is proposed, the committee’s
responsibilities are described in G-18.0301b:
b. The Stated Clerk shall refer all such
proposed amendments to the Advisory Committee on the Constitution
(G-13.0112), which shall examine the proposed amendment for
clarity and consistency of language and for compatibility
with other provisions of the Constitution of the Presbyterian
Church (U.S.A.). The advisory committee shall report its findings
to the General Assembly along with its recommendations, which
may include an amended version of any proposed constitutional
changes as well as advice to accept or decline the proposals
referred to the committee. The General Assembly shall not
consider any amendment until it has considered the report
and any recommendation from the Advisory Committee on the
Constitution.
