  The Stated Clerk Review and Nomination Committee (SCRNC)  
     
 

The Stated Clerk Review and Nomination Committee (SCRNC) is elected by the General Assembly that meets prior to the end of the term of a Stated Clerk.

The current SCRNC was elected by the 215th General Assembly (2003) and is responsible for the following:

  • Conducting the end-of-term evaluation of the Stated Clerk
  • Receiving other applications for the position of Stated Clerk
  • Declaring its nominee no later than sixty days before the opening of the 216th General Assembly, which is June 26, 2004, in Richmond, Virginia

Alexander F. Metherell announces intent to stand for Stated Clerk

May 25, 2004 -- The Stated Clerk Review and Nomination Committee recently received notification from Elder Alexander F. Metherell announcing his intent to have his named placed in nomination for the office of Stated Clerk of the General Assembly. Mr. Metherell is a member of St. Andrew's Presbyterian Church in Newport Beach, CA.

Strengths he notes that he will bring to the office are his background as a scientist, engineer, and physician, and working with other people in a teaming relationship. He joins the Revs. Bob Davis and Rus Howard, who have made similar announcements of intent.

The committee has declared its intention to nominate the Rev. Dr. Cliff Kirkpatrick to serve a third four-year term as Stated Clerk.

The committee will continue to provide updates as individuals announce their
intentions and additional information is received from them.

Linn W. (Rus) Howard announces intent to stand for Stated Clerk

May 10, 2004 — The Stated Clerk Review and Nomination Committee received the Rev. Dr. Linn W. (Rus) Howard’s announcement of his intention to have his name placed in nomination for the office of Stated Clerk of the General Assembly. Mr. Howard is a minister member of Washington Presbytery. In his application, Mr. Howard indicates that he will bring to the office of Stated Clerk his love for the Lord; his faithfulness to Jesus, the Scripture, and Reformed theology; his openness, honesty, forthrightness; and leadership skills. More information about Mr. Howard will be provided in the next few days.

The committee will continue to provide updates to this Web site as individuals announce their intentions and information is received from them.

Robert (Bob) Davis announces intent to stand for Stated Clerk

May 3, 2004 — The Stated Clerk Review and Nomination Committee (SCRNC) received the Rev. Robert Davis' announcement of his intention to have his name placed in nomination for the office of Stated Clerk of the General Assembly. The Assembly will meet in Richmond, VA, in June.

Mr. Davis is a minister member of San Diego Presbytery; Associate Pastor of Westminster Presbyterian Church in Escondido, CA; an attorney; and Executive Director of the Presbyterian Forum.

In his application Davis noted that his background and training as an attorney
and a pastor are skills that he would bring to the office of Stated Clerk.
More information about Mr. Davis will be provided when it is received.

intentions and additional information is received from them.

SCRNC nominates Clifton (Cliff) Kirkpatrick for third term

January 28, 2004 — The Rev. Clifton Kirkpatrick, stated clerk of the General Assembly of the Presbyterian Church (U.S.A.) since 1996, has been renominated for a third four-year term.

The Rev. Sandra Peirce, of Placerville, CA, the moderator of the Assembly’s Stated Clerk Review/Nomination Committee, said: “Through our process of evaluation, reflection and prayer, we have concluded that the Rev. Dr. Kirkpatrick has served Christ well, ministering to the whole church. Looking to the future, we believe the PC(USA) will be well-served by his continuing leadership.” [Read more]

SCRNC meeting notes

March 25, 2004 — The Stated Clerk Review and Nominating Committee met March 22-23, 2004, in Charleston, SC. The committee did reference checks for applicants. All were found eligible to be nominated for the office of Stated Clerk of the General Assembly. No new applications will be received since the deadline to apply has passed. Current applicants have until May 13th to declare their intent to run for office. The committee will notify them about next steps and information needed as provided for in Standing Rule G-1.c. (l), (j) and (k). The committee has endorsed the incumbent, The Rev. Clifton Kirkpatrick, for re-election to the office.

Candidates' responses to further questions required by the standing rules
will be made available to General Assembly commissioners through their mailings.

SCRNC meeting notes

September 11, 2003 — At the 215th General Assembly (2003) meeting, the Stated Clerk Review and Nomination Committee was elected. The committee is composed of: three members of the Committee on the Office of the General Assembly (one of whom the COGA appoints as the committee moderator), one member of the General Assembly Council (nominated by the GAC), and five at-large members nominated by the General Assembly Nominating Committee. At-large members fall into the following categories: one governing body stated clerk and four persons (two elders and two clergy) from among commissioners who have attended an assembly within the past five years. Committee members are: Rev. Thomas Are, Jr., (Minister Commissioner), St. Augustine; Rev. Karen Dimon (GAC), Cayuga-Syracuse; Rev. John Goodman, (Presbytery Stated Clerk), Coastal Carolina; Elder Stephen Grace, (COGA) Lake Huron; Rev. Charles Heyward, (Minister Commissioner), Charleston-Atlantic; Cynthia Joe, (Elder Commissioner), San Francisco; Suzanne Souder (Elder Commissioner), Carlisle; Elder Kathy Walker (COGA), Tampa Bay; Rev. Sandy Pierce, Moderator, (COGA), Sacramento. Rev. Katherine Runyeon, San Francisco, serves as staff support.

Meeting in Chicago recently, the committee began the review and nomination process as outlined in the Manual of Operations, the General Assembly 2002-2003 of the Presbyterian Church (U.S.A.). The committee will be sending a questionnaire to those in the denomination who work closely with the Stated Clerk. Any elders, ministers, or members who wish to send comments for the review process should submit a one page, typed, and signed sheet by October 15, 2003, to: Katherine Runyeon, Presbytery of San Francisco, 2024 Durant Ave., Berkeley, CA 94704.

 
                     
 
 


Timeline

Based on Standing Rule G. 1. c, the Stated Clerk Review and Nomination Committee (SCRNC) has established the following process timeline for its work:

July 22, 2003—SCRNC organizational meeting within 60 days of the end of the 215th GA (SR G. 1. c(1)(e)).

September 2, 2003—SCRNC meeting to plan process for end of term evaluation of the current Stated Clerk of the General Assembly, the Rev. Clifton Kirkpatrick.

September 11, 2003—Article submitted to the Presbyterian News Service requesting comments on the current Stated Clerk from the church-at-large.

September through November 2003—Gathering information about the work and ministry of the current Stated Clerk; sending and receiving of evaluations.

November 24-25, 2003—SCRNC meeting for end-of-term evaluation of the current Stated Clerk, including discussions with the Rev. Clifton Kirkpatrick (G. 1. c(1)(f)).

January 28-30, 2004—SCRNC meeting to plan the Stated Clerk nomination process under G. 1. c(1)(f)-(k).

January 29, 2004—SCRNC announces its intention to nominate or not nominate the incumbent Stated Clerk (G. 1. c (1)(f)(2)) and indicates process for receiving applications from others (G. 1. c(1)(f)(3)).

February 27, 2004—Last day to receive applications of others (G. 1. c(1)(h)). [Applicants have until May 13, 2004 to formally announce their intention to stand for Stated Clerk (G. 1. c(1)(j).]

March through April 2004—SCRNC reviews applications of others.

March 22-23, 2004—SCRNC meeting to plan Stated Clerk election process at the 216th General Assembly under G. 1. c(2).

April 27, 2004—Deadline for SCRNC to formally declare its nominee.

June 26, 2004—216th GA convenes in Richmond, Virginia.

July 2, 2004—Election of Stated Clerk.

 
                     
 
 

Committee Roster

Standing Rule G.1.(a): The slate of nominees for the review/nomination committee shall consist of the following: three members of the Committee on the Office of the General Assembly (nominated by the Committee on the Office of the General Assembly, one of whom shall serve as moderator of the committee), one member of the General Assembly Council (nominated by the General Assembly Council), and five at-large members nominated by the General Assembly Nominating Committee in the following categories: one governing body stated clerk and four persons (two elders and two clergy) from among commissioners who have attended an assembly in the past six years. The General Assembly Nominating Committee shall present to the assembly for election the slate of nominees for the Stated Clerk Review/Nomination Committee. The slate presented shall reflect the denomination’s commitment to inclusiveness.
