Dear Representative Sensenbrenner,

We appreciate the good intentions of the sponsors of the North Korean Human Rights Act of 2004 (HR 4011). Realistically, however, we do not see how this bill can achieve its goals in current political and international atmosphere in the Northeast Asia. We are concerned that the provisions of the bill may even prove to be counter-productive and have negative impact on the ongoing peace process in the Korean Peninsula.

In the first place, the provisions on assisting North Korean refugees to
settle in the U.S. is controversial and may complicate current efforts by
the South Korean government. They may even be seen as politicizing the refugee issue. The timing of deliberating this bill, when the six-way
multilateral talks on security issues will take place next week in Beijing,
may send a wrong signal.

We were delighted to see that Koreans from both South and North Korea reaffirmed their desire and the will to reconcile peacefully and work towards reunification during last month's fourth anniversary celebration of the inter-Korean June 15th Summit Agreement of Reconciliation, Exchange and Cooperation in Inchon, South Korea.

We rejoiced to see the reassuring signs of inter-governmental cooperation as shown in the cessation of border propaganda messages and the agreement to synchronize radio signals between the two North Korean and South Korean navies in order to prevent accidental confrontations at the sea.

Therefore, we believe that this may not be a good time to push for the
controversial North Korean Human Rights Act of 2004

Various organizations and individuals in the U.S., as well as in South
Korea, have raised concerns about this bill. Please take into consideration these issues when discussing this bill. Thank you for your attention to this matter.
