Models of New Church Development
Traditional New Church Development (NCD)
Model

| |
By definition, the traditional
NCD model is that the presbytery will take the initiative, as
usual, with an intentional plan to develop a Korean new church
development according to PC(USA) polity. The NCD nests in a
host church until it develops enough funds for its own building.
a. The appropriate presbytery committee in charge of congregational development
will approve the preliminary NCD proposal upon recommendation of the Korean Presbyterian
Council (KPC) or KPMC. The KPC is a synod-wide organization of the Korean churches.
It represents Korean constituency in each synod. The KPC in a particular presbytery
may be organized under the Synod KPC structures. The NKPC is the National Korean
Presbyterian Council. It is composed of Korean Presbyterian councils in synods
and officially represents Korean constituency in the Presbyterian Church (U.S.A.).
The KPC may take a role of consultation representing Korean constituency in case
there is no function of the KPMC. The KPMC is Korean Presbyterian Ministry Committee
in the presbyteries or synods.
b. Synod staff, in consultation with the Executive presbyter, staff in charge
of congregational development, and the presbytery's Committee on Ministry (COM),
will approve the preliminary NCD proposal.
c. When the COM is ready to approve the recommendation for an organizing pastor
by the KPMC or KPC, the appropriate committees will recommend to the presbytery
approval of the NCD and the appointment of an Organizing Commission.
d. The Presbytery's COM will recommend to the presbytery the appointment of an organizing pastor. Upon presbytery approval, the organizing pastor will be placed in the field officially.
e. The Organizing Commission will approve appointment of a Steering Committee consisting of potential church officers of the congregation to be organized.
f. The Organizing Commission with the help of the KPMC or KPC will assist and oversee the Steering Committee to fulfill all the requirements of NCD procedures.
g. Upon the completion of NCD procedural requirements, with the approval of presbytery, the Organizing Commission will oversee official organization of the congregation at a church.
h. The organizing church will extend a call to a pastor, ordinarily the organizing pastor in consultation with the COM and approval of the presbytery.
i. Upon the COM's recommendation the presbytery will appoint a commission for the installation of the pastor. Ordinarily an installation service would be conducted simultaneously with the church organizing service with the assistance of the KPMC or KPC.
j. The Organizing Commission will remain in place and function for one year after the church is organized or until a plan for implementation of the guidelines, and mission funding, has been met in order to provide adequate support for the newly organized church. Implementation of these guidelines will be monitored by the appropriate presbytery committee in cooperation with KPMC or KPC.
k. If, on or after the fifth year of governing body funding, the fund-receiving congregation does not show sufficient evidence of becoming self-supporting on the target year, the appropriate committee shall hold a joint consultation with the Session, the COM, and the KPMC or KPC in order to consider the future of the congregation. This consultation should be held no later than the end of the fourth funding year.
Mission Fellowship or KPC Model
By definition, the mission fellowship probe or KPC model is that the synod KPC or NKPC will take the initiative to develop Korean churches under the guidance or consent of the presbytery.
a. The Synod KPC or NKPC new church development committee in consultation with the presbytery and the office of Korean Congregational Support in GA will identify a potential area to start a Korean Presbyterian fellowship. A Korean fellowship can be started with 25-50 families in an area when the Korean community is growing and there is no Korean Presbyterian church.
b. The presbytery appoints a Mission Fellowship Task Force (MFTF) in consultation
with the synod KPC.
c. The MFTF, after a survey and feasibility study of the potential area to start a Korean fellowship, contacts the Korean community leaders who have Presbyterian background and have an intention to join the Korean Presbyterian Fellowship.
d. The MFTF secures development funds and invites or pastor evangelist who has
a Presbyterian background to care the fellowship. In some cases a KPC member
pastor who serves in the vicinity can start up the fellowship and invites a pastor
evangelist later when the fellowship shows a sign of viability.
e. Presbytery develops funds for the new Korean fellowship and supports them
for three years. The synod KPC also participates in fund development. The fellowship
nests in a Presbyterian Church (U.S.A.) congregation with the approval of the
presbytery.
f. The MFTF evaluates the progress of the new Korean fellowship annually and
reports to the presbytery. If, on or after the third year of the funding, the
fellowship does not show sufficient evidence of becoming a viable NCD. The probe
will be terminated. On the other hand, if the fellowship is viable, the synod
KPC and the presbytery will develop it into a NCD according to the guidelines
for traditional NCD model described previously.
Nesting Approach Model
By definition, a nesting approach model is a fellowship or a recognized congregation that has been nested in a host church, which wishes to join the presbytery.
a. The pastor, with the concurrence of his or her congregation, will be directed
by the presbytery or a Session to submit a petition for ministerial and congregational
presbytery membership to the executive presbyter with a copy sent the Associate
for Korean Congregational Support in the (National Ministries Division).
b. The executive presbyter, in consultation with the Associate for Korean Congregational Support , will refer the petition the appropriate presbytery committee.
c. The presbytery committee in charge of congregational development will examine the petition and review the preliminary request by the pastor/congregation in consultation with the KPMC or KPC, and Korean Congregational Support Staff. Endorsement of the petitioning pastor/congregation by the KPMC or KPC and Korean Congregational Support staff are required by the appropriate presbytery committee in charge of congregational development.
d. The appropriate presbytery committee will designate the petitioning congregation as an NCD status and will recommend the petitioning pastor to the COM for consideration of his or her presbytery membership and appointment as organizing pastor, upon recommendation of the KPMC or KPC.
e. The appropriate presbytery committee will recommend the presbytery approval of the petitioning congregation for an NCD status and appointment of an Organizing Commission following the approval of the COM.
f. The COM will recommend the presbytery approval of the presbytery membership and the appointment of the petitioning pastor as organizing pastor.
g. The Organizing Commission, with the help of the KPMC or KPC, will assist and
oversee preparations of by-laws and articles of incorporation in accordance with
the Book of Order, mission study, election/ordination/installation of officers,
election/installation of the pastor and other necessary requirements determined
by the Organizing Commission.
h. Upon the completion of all the requirements, and with presbytery approval, the Organizing Commission will officially organize the congregation at a church organizing service.
i. The organizing church will extend a call a pastor ordinarily, the organizing pastor, in consultation with the COM.
j. Upon the COM's recommendation, the presbytery will appoint a commission for the installation of the pastor. Ordinarily an installation service would be conducted simultaneously with the church organizing service with the assistance of the KPMC or KPC.
NCD Approach Model With Building/Site
By definition an NCD Approach Model with a Building Site will deal with the
petitioning pastor and congregation which has its own building and site, and
self-supporting programs.
a. The pastor, with the concurrence of his or her congregation will be directed by the presbytery submit a petition for congregational and ministerial memberships to the Executive Presbyter with copies sent the Associate for Korean Congregational Support office in GA and KPMC or Synod KPC
.
b. The executive presbyter, in consultation with the Associate for Korean Congregational Support in GA and KPMC or Synod KPC, will refer the petition the presbytery
committee in charge of new church development.
c. The presbytery committee on congregational development or appropriate committee will review the petition and examine preliminary congregational and ministerial profiles in consultation with the associate for Korean Congregational Support in GA and KPMC or Synod KPC Endorsement of the petitioning pastor/ congregation by the KPMC/KPC are required by the appropriate presbytery committee in charge of congregational development.
d. The appropriate presbytery committee will designate the petitioning church
as an NCD upon the recommendation of the KPMC or KPC. The committee will also
recommend, upon KPMC or KPC approval, to the COM that the petitioning pastor
be considered for presbytery membership and be appointed organizing pastor.
e. The appropriate presbytery committee will, upon COM approval, recommend the presbytery approval of the petitioning congregation and appointment of an Organizing Commission.
f. The COM will recommend, to the presbytery, approval of the presbytery membership and appointment of the petitioning pastor as organizing pastor.
g. The Organizing Commission will approve the appointment of a Steering Committee that shall consist of potential church officers of the congregation.
h. The Organizing Commission, with the help of the KPMC or KPC, will assist and oversee the Steering Committee in its preparations of by-laws and articles of incorporation in accordance with the Book of Order, mission study, election/ordination/installation of offices, election/installation of the pastor and other necessary requirements determined by the Commission.
i. Upon the completion of all the requirements, the Organizing Commission, with the approval of presbytery, will hold and official service to organize the congregation.
k. The organizing church will extend a call a pastor, ordinarily the organizing pastor, in consultation with the COM.
l. Upon the COM's recommendation, the presbytery will appoint a commission to install the pastor. Ordinarily, an installation service would be conducted simultaneously with the church organizing service with the assistance of the KPMC or KPC.
m. The Organizing Commission will remain in place and function one year after the church is organized and/or the mission funding has been completed, or until a plan for implementation for the guidelines have been met in order to provide adequate support for the newly organized church. Implementation of these guidelines will be monitored by the appropriate presbytery committee in cooperation with the KPMC or KPC. |
