After 20 years of mission service in Congo and Venezuela, the Clugy-Sotos ended their service on September 30, 2005. Carlos accepted a call as pastor of St. Andrews Presbyterian Church in El Paso, Texas. The Clugy-Sotos are willing to speak when their schedule permits. In November 2004, Deborah and Carlos Clugy-Soto completed their fourteenth year of mission service in Venezuela. The Clugy-Sotos were professors and administrators of the Ecumenical Institute for Advanced Studies (IEES), a joint project of the Presbyterian, Lutheran, and Catholic churches. They were also involved in the construction and development of Jubilee Center, a Christian retreat and community center of the Presbyterian Church of Venezuela. In addition, Deborah served as interim pastor of a congregation in Santa Bárbara del Tuy, and Carlos was interim pastor in Caracas.

During the first seven years of their service in Venezuela, Carlos was the pastor of a congregation in Santa Bárbara del Tuy and worked part-time in theological education. Deborah worked for three years for the national church in youth ministries, then became involved at presbytery level in theological education and the publication of educational resources.

Prior to their time in Venezuela, Deborah and Carlos served for two years in Kananga in the Democratic Republic of the Congo (DRC). Carlos served as assistant to the treasurer for the Presbyterian Church there, and Deborah taught courses in the seminary and conducted a study on the role of women in the village setting. During their third year they moved to Kinshasa and ran the procurement/logistics office, which handled all procurement of supplies and travel arrangements for the Presbyterian Church of Zaire (now DRC).

In between terms Carlos and Deborah have served twice as missionaries-in-residence in Louisville, Kentucky: Deborah in the Women's Ministry Division and the Global Education Office and Carlos in the Pastoral Care Office and the Global Education Office.

Carlos was born in Juan Diaz, Puerto Rico. He received his BBA in accounting from Georgia State University and his MDiv degree from Columbia Theological Seminary in Atlanta, Georgia. He served as pastor of First Presbyterian Church in Bremen, Georgia, and as campus minister at West Georgia College. He also has conducted special ministries as hospital chaplain and minister to singles in the state of Georgia. Before his ordination, Carlos served in the U.S. Army Finance Corps in Germany and held various positions in the financial world as a certified public accountant. He has a son, Chris, from a prior marriage who is currently enrolled in a doctoral program in education at the University of Pennsylvania. Carlos is a clergy member of Greater Atlanta Presbytery.

Deborah was born in Amarillo, Texas. She received her BA degree in religion from Phillips University in Enid, Oklahoma, and her MDiv degree from Brite Divinity School of Texas Christian University. She has served as youth minister in Texas and Oklahoma, worked in a law firm in Oklahoma, and served as assistant director in an urban ministry organization in Fort Worth, Texas. Deborah is a clergy member of the Disciples of Christ Church.

In the year 2000, the same year chosen by the Presbyterian Church (U.S.A.)
as the “Year of the Child,” the Clugy-Sotos adopted two Venezuelan children,
a sister and brother, Jodimar and Jefferson.
