Cathy ended her term of service in June 2003.

Cathy Penman is a long-term volunteer commissioned by the 213th General Assembly of the PC(USA) in Louisville in June 2001. She is under appointment to serve at the Laredos Unidos site of the Presbyterian Border Ministries, a joint mission effort of the PC(USA) and the National Presbyterian Church of Mexico. After attending a three-week cross-cultural orientation in July 2001, Cathy moved with her daughter, Hannah, to Laredo, Texas. There, she will assist in recruiting, welcoming, and accommodating work groups or "mission teams" that come to learn more about the U.S.-Mexico border and to assist in housing-, education-, or health-related projects. Cathy’s term of service ends in June 2003.

"My work as an international mission volunteer is a way to commit my life to service," says Cathy. "I have never wanted a job that was just a job. I want to feel like I’m making a difference. I hope my experience here on the border will enable me to share in a meaningful way with brothers and sisters in Christ."

Cathy became fluent in Spanish when as a child she lived for two years in Peru, where her father worked with the Ford Motor Company. From September 2000 to May 2001, Cathy taught English as a second language in the Fayette County Public School System in Lexington, Kentucky. From June 1999 to September 2000, she was a case manager for the Kentucky Farmworker Health Program, scheduling medical and dental appointments for farmworkers and translating for them, when necessary. From 1992 to 1999, Cathy was administrative assistant to the executive director for Lexington Planned Parenthood Center in Lexington, Kentucky. She was office manager, receptionist, and clinic coordinator for the Planned Parenthood clinic from 1983 to 1992.

Cathy attended the University of Kentucky and holds an associate degree in applied science from Lexington Technical Institute in Lexington, Kentucky. She was a member of the Fayette County Family Planning Advisory Council in Lexington, Kentucky, from 1996 to 1999 and a member of the board of directors for the Migrant Network Coalition from 1997 to 1999.

Cathy is a member of Maxwell Street Presbyterian Church in Lexington, Kentucky. She has served as a deacon and has volunteered with the prison ministry, transporting visitors to and from the federal prison and to accommodations provided by the church. She has translated for the church’s Maxwell Street Legal Clinic, volunteered at the church’s Faith Pharmacy, and worked with infants in the church’s Early Care Center.

Cathy’s daughter, Hannah Parson, accompanies her on her mission assignment and is now enrolled in the pre-school at Monte Sion in Laredo, Mexico. Her son, James Olive, remains in Lexington, Kentucky, attending college.
