Presbyterian Border Ministry is a joint labor of the Presbyterian Church (U.S.A.) and the National Presbyterian Church of Mexico. It is called to respond to the spiritual, material, and emotional needs of those who live along the 2,000-mile U.S./Mexican border. Its goals are to plant new churches, minister to the needs of the poor through ministries of compassion, provide mission education for U.S. churches, and in all things work cooperatively as equal partners in mission.

Since 1984, Jerry, whose office is in San Antonio, and his Mexican counterpart, the Rev. Jorge Alvarado of Juarez, Mexico, serve as co-coordinators for Presbyterian Border Ministry. They are called to develop a strategy for ministry that includes worship, social witness, discipleship, service, and self-development; provide for a continuous dialogue between the border presbyteries and synods, local ministry boards of directors, and leadership staff; interpret the work and witness of the ministry to churches, agencies, and governing bodies of our two national churches; promote a spirit of cooperation and understanding between the National Presbyterian Church of Mexico and the PC(USA); and coordinate, facilitate, and empower each of the seven border ministries.

From 1978–1981, the Stacys served in a team ministry in Antofagasta, a northern port city of Chile, South America. They worked in areas of evangelism and new church development, theological education by extension, and program development and health education.

Jerry’s first call after graduation from seminary in 1968 was to the First Presbyterian Church in Gary, Indiana. Located in a changing neighborhood with a concentration of Spanish-speaking families, he helped found and subsequently direct the Latin American Family Education Program. The program pioneered the concept of teaching survival English, and published five English-as-a-second-language textbooks.

Jerry is a graduate of Macalester College in St. Paul, Minnesota, and Pittsburgh Theological Seminary. During a leave of absence from seminary, he served two years with the Peace Corps in Colombia, South America, where he developed a vocational school and a savings and credit association.

Jerry also holds an MPA degree from Indiana University and a DMin from Austin Presbyterian Theological Seminary. He and his wife Jean have three adult children, Jason (1972), Megan (1975), and Mayra (1977).
