The Boy Scouts of
America is a youth organization that requires reverence and
duty to God and commitment to a code of moral standards. Nationally,
the Presbyterian Church (U.S.A.) is one of the major sponsors
of scouting organizations and has been so historically. The
National Association of Presbyterian Scouters (NAPS), which
has a covenant relationship with the PC(USA) General Assembly,
seeks to promote scouting in Presbyterian churches and encourage
the religious growth of young men and women through awards,
recognition, fellowship, and goal setting. Its members consist
of lay persons, clergy, elders, and deacons who are united in
their love of God and committed to scouting as an outreach program
to youth and their families, a mission to serve young people,
and a youth program for the Presbyterian Church (U.S.A.). For
