Per Capita
Per capita has been a source of funding for Presbyterian mission and ministry for more than 200 years. Originally designed to aid commissioners traveling by horseback to General Assembly meetings, the uses of per capita over time have focused primarily, though not exclusively, on work deemed to be “ecclesial” (church-related), whether at the presbytery, synod, or General Assembly level. With a unified Presbyterian Life & Witness, that approach is evolving. Watch this site for further developments.
Here’s what the Book of Order says about Per Capita:
“Each council above the session shall prepare and adopt a budget for its operating expenses, including administrative personnel, and may fund it with a per capita apportionment among the particular congregations within its bounds. Presbyteries are responsible for raising their own funds and for raising and timely transmission of per capita funds to their respective synods and the General Assembly. Presbyteries may direct per capita apportionments to sessions within their bounds, but in no case shall the authority of the session to direct its benevolences be compromised.” (G-3.0106)
For 2026, the Per Capita rate is $11.26.
